I had the same question and support advised me I had to do an upgrade. If you are testing it on another machine, then just install WUG, then backup your original WUG install and restore it to the test box. Then install WUP and it will run an upgrade.
BTW, You will have to completely remove WUP from the machine, including MSDE and any database it created before you install WUG.
