We solved this problem at the State using WUG by setting up service checks which are HTTP content scans of CGI/Perl scripts running on an Apache server. The script can do anything, and return something like "success" or "failure." For example, to do a HTTPS content scan, use Perl to do the query and check for content, then return a value appropriately to WUG.
