Deleting a page has effects other than the appearance in the deletion log -- red links appear, diff links fail to work, etc. RevisionDelete, on the other hand, is far more silent -- you can only tell the action has been taken by viewing the individual revision or by viewing the log. Therefore the log is far more important for transparency and prevention of abuse.
