Please state the arguments if you want to close this bug. The issue here is
whether local bureaucrats can remove admin rights. As Krenair states, there
were only two persons voting (I one of them), but this state of affairs is
precisely why we want those rights changed. The se wiki has few active
contributors, and since we really like to get more, we have been too liberal on
handling out admin rights. Now, precisely because we do __not__ want to bother
the whole community with these cleanup operations (in essence: removing admin
rights for people who just left the project after a short stay), we would like
for local bureaucrats to remove admin rights.

As is shown in the link above, se wp would not be the first wiki to have it
this way. Perhaps other wikis have had problems with letting local bureaucrats
removing admin rights, but other situation is rather different: A minority
language wiki trying in different ways to gather active writers. So, please let
us do that in an efficient way.
