The community (here the stewards) want to be bothered with sysop removal. This
allows them to feel better, and be sure sysop removals are performed a sane way
in a sane environment. In the worst situation, that allows a loose level of
control on the wiki and avoid projects to transform themselves into
dictatorships (this already happened, and more than once on some wikis).

Even for big and thriving communities, there were some reluctance: see for
example bug 35258 about fr.wikipedia.
