This is the stewards who are mandated by the community to handle these requests and especially want to deal with the desysop ones. The relevant page is [[meta:Steward requests/Permissions]]. Generally, the procedure is: (1) have a desysop policy as wiki recommendation (e.g. in your case a policy stating a sysop could lost his access after n months of inactivity) (2) apply the policy on the local wiki (e.g. Commons every 6 months have a check process on a dedicated pages ; fr.wikipedia bureaucrats opened a section on their bureaucrats noticeboard) (3) ask the desysop on [[meta:Steward requests/Permissions]] with a link to the relevant page or section at (2).
