Well, as a development community member, I'm rather neutral on the question.
This is the stewards who are mandated by the community to handle these requests
and especially want to deal with the desysop ones.

The relevant page is [[meta:Steward requests/Permissions]].

Generally, the procedure is:
(1) have a desysop policy as wiki recommendation (e.g. in your case a policy
stating a sysop could lost his access after n months of inactivity)

(2) apply the policy on the local wiki (e.g. Commons every 6 months have a
check process on a dedicated pages ; fr.wikipedia bureaucrats opened a section
on their bureaucrats noticeboard)

(3) ask the desysop on [[meta:Steward requests/Permissions]] with a link to the
relevant page or section at (2).
