This wasn't part of the proposal that gained consensus. The proposal was for a new namespace called Draft:, and that the current AFC documentation and templates would simply be changed to direct users to it. I'm not entirely sure what Steve intends to add that would require an extension, but whatever it is, and if there winds up being consensus for it, it can be applied after the new namespace is in place just as well. There was also nothing in the proposal about other languages or projects, but if they would like the added namespace as well, they can request that it be added as well, and whatever this extension might be can also be added to those later.
