The proposal states that new article proposals would still go through AFC. There is no more reason to discuss further changes to search etc. than there was prior to this proposal. We didn't add AFC links to search before, and we don't need to now as a block to implementing the Draft namespace. These questions are not fundamental to the creation of a draft namespace, as nothing would be changing in the AFC process besides the location of drafts. They do not have to block its creation.
