  A reason we started adding identical labels to different languages for family 
name / given name items is to avoid that users try to translate the label, e.g. 
family name "Taylor"@en shouldn't have "Tailleur"@fr   "Schneider"@de. In 
languages with different scripts, transliterations are ok.
  
  For these items, if there is a constraint, it should definitely not suggest 
to add a different labels for these items.
  
  So if identical labels were to be deleted (or no longer added), there should 
be a feature to prevent (re-)addition of any label to the languages.
  
  A solution I proposed to this once was 
[[Wikidata_talk:WikiProject_Names#New_datatype:_monostring_item|monostring_item]]
 (2015). Not sure how that could practically work out today though.
