Thanks for the report. I typically use the toolbox link, and the
Javascript has been firing for me transforming the normal form first
into the old form with the information template substituted in the
summary and then into the enhanced form. It sounds like one or both
of the pieces of Javascript are not working consistently for you.
What browser(s) and operating system(s) are you using? Perhaps there
is something that is not working across browsers. (This should
improve with the next version of MediaWiki which includes the JQuery
library which is quite good at hiding browser imperfections.)

There wasn't until earlier this week when a member of the community
pointed out the omission. :-) We are trying to work through all the
various license cases that make sense for WikiEducator and that
provide assurance that the resulting collective works fit the "open"
part of open resources. It seems practical to allow documenting
proprietary systems in addition to their more open alternatives.
The key point is to use the {{Information}} template and license
templates on all of the file resources that are collected here so
there are no surprises about the source or licensing of all the
components an author may choose to use.
