I checked with our transalation expert: he suggested मुक्त शिक्षण संसाधन (Mukta ShikshaN sansadhan) He suggested to use it for both plural as well as singualar, unless the emphasis is required depending on the context. अप्रतिबंधित means "unrestricted". There are restrictions of attribution and share alike, and so this expression is not suitable.
