Michael,
This is a good question and the answer is that there is no function to
replace the "empty picture" upload link. The listing code is the
unique identifier, and looking this up is called the "discovery" side
of the upload process. Discovery of the identifier can be done a
number of ways:
1) searching in google for the house address should pull up the
Wikipedia list item with the number
2) searching through the special google maps function available on the
local WikiLovesMonuments website
3) Being at the listed building and reading the number from an
information plaque
