Hi michael, actually this change would be fairly trivial. It would just be a matter of changing the mother template, and no need to 'fix' the individual pages - assuming that they all use that template (which is necessary anyway).
The main bottle neck for showing upload links even when there is already an image, is approval from the community, not the technical side.
