We don't really need a formal two-tier payment system.  We can just have a low 
membership fee and strongly suggest that people who are gainfully employed make 
an additional donation.

As for which documents to post online, I don't think most organizations post 
the documents themselves, but they do have a press release page that gives 
information about them.  We'll have a "news" link front and centre on our new 
website.
