Well, since the WCA don't plan to represent all the chapters, it would be good it changed the name to a more suitable representation of the truth (that would be something like "European Chapters Association" based on the people present in the last meeting<http://meta.wikimedia.org/wiki/Wikimedia_Chapters_Association/Meetings/2013-07>) to avoid confusion. _____ *Béria Lima*
