That's totally bizarre, why not just have both index.php and command- 
line scripts include another file, like, say, Setup.php?

... Which is what we already do (although it's done from  
commandLine.inc, because that has some useful stuff for command-line  
scripts in it).

What problem are you trying to solve here?
