It is a good practice to notify stakeholders when fixing something might break or disrupt other things. Usually our bug tracking, code review and release/deployment processes should be enough to involve and notify in real time whoever needs to be warned or is likely to complain.

If you need more, then there are at least 4 people that can help you.

If we are talking about bugs, then Andre Klapper aka bugmeister is a natural default. If anybody else needs to be involved he will know.
