The patches (such as the first one at
https://gerrit.wikimedia.org/r/#/c/120978/) are to the LESS variables that
define Vector styles. So they're in core because Vector is in core. Based
on conversations with Jon we should be able to work out how to do per-wiki
or preferably per-language styles, right?
