In general, organizations have a limited number of slots and usually get more applications than slots. If there are great candidates who have expressed interest in a task and have already gotten involved (e.g. by providing an initial contribution) it might happen that a mentor already has one or more strong preferences (I don't know the exact wording of the conversation that you had). So from a different angle, it might be even fair to tell someone that their chances are low. Depends on what people consider "fair". :) Are there any further tasks that interest you?
