If the project already has a very good candidate, then you have two options:

1. be a better candidate.

    (you never know your luck, the other very good candidate may not
even apply before the deadline)

2. apply for a different project.

Whatever option you take, you need to write a very good application,
be active in the IRC channel, and fixing relevant bugs will boost your
luck in being selected.

There are 11 projects 'Featured for GSoC and Outreachy' status on
https://phabricator.wikimedia.org/tag/possible-tech-projects/

There are an additional 7 in 'Missing Mentors' status.  If you write a
good application for one of those, we'll try harder to find a mentor.

In google-melange, I see only three projects which have a candidate
application, so that leaves 15 projects without any candidates.

There are also 38 possible projects in other status.  If you think you
have the skills to do them, start a discussion on IRC and/or the
Phabricator task to attempt to push the project forward.

If you have an idea which isn't on the 'possible tech projects' board,
you should search Phabricator extensively, as Phabricator is full of
good ideas - almost 15 years worth of good ideas are in the database.
Find similar ideas in Phabricator.  Talk about your idea on IRC.
