Does anyone know how or the terms in paint to search for how? How do I fix it or does anyone know?
Easily done with Photoshop Blur Filter & maybe a mask. If your web guy has Photoshop no wonder he charges as much as he does as Photoshop ain't cheap. I'm not sure if it can be done with MS Paint which is an app for kids, imho & one really needs a professional app for this sort of thing. I would imagine that it could be done with Paintshop Pro as well.
