The figure doesn't account for the bootleg copies of XP pro it only
stipulates
that 19% of 500 Million PCs only (500,000,000 X 0.19 = 95,000,000) are
assumed to have
legal copies of Windows 98, 98SE and ME.

The bootleg copies of Windows XP Pro are considered illegal copies and
aren't included in the tally although
there exists many copies not just in the U.S. but in China, Malaysia,
Paskistan and Russia (A.K.A as CIS) where
the pirates make the most traffic in illegal software distrobution and
resale.

This is not only due to the fact that Microsoft and Adobe charge very
high prices for the software they produce and ship which peope in these
countries can't afford but software piracy for resale creates the
perfect source for funding terrorist and anti-American activities abroad
against the U.S. Software piracy voids the licenses, EULA and tech
support that legally purchased software provides for the user.

 I make it my practice to never install more that 2 copies of software
from a single source CD onto another PC unless explicitly stated. I know
that with the exception that Microsoft's MSDN Library subscription is
not a single license which allows you to install as many copies of the
Library on many PC's as you like even share it on a network since its
mostly development documentation and resource reference material.
