Becuase it would be impossible and difficult to identify and issue legal user documents to billions of people worldwide since many people have up to 1 to 7 different e-mail addresses and signons. Plus they would need a photo to match your e-mail address to make sure that who you are matches the photo which is the main reason why digital visas and or passports never got off the gound in the first place. People where quick to realize that if any company or criminal had a photo with my e-mail address then anyone can use that to illegally assume my ID. The Internet authority in question would need a single valid primary e-mail address and ISP account document just as you would need an original birth certificate to get a passport or a visa.
When I had to get my new passport I needed an original birth cirtificate and with the exception of 2 1 inch portriat photos which I had requested online through the U.S. Dept Of State via VitalDocuments.com. If you didn't have the photos they'll take your picrture on the premises. The U.S. Postal Service authorizes a few offices which are licensed to issue U.S. Passports to the public. They won't accept a driver's license and a copy of a birth certificate as legal proofs of citizenship becuase the NIS would consider that forgery which you can be fined and arested. As you may know all U.S. citizens must now have a passport to re-enter the U.S. by both land and water bounderies from anywhere within the western hemisphere. This is to be fully phased in by the end of 2005. The re-entry by air will be phased in by 2007. I can only surmise If only this was done before 9/11/2001 the attacks wouldn't have ever happened. For many years the U.S. was the only governed country that didn't need a passport requirement and now along with the rest of the world it has one now.
