It depends on how responsive you can get the different companies to be to "problems". I will not mention who provides my DSL currently, (you "might" be able to figure it out from my e-mail address <grin>)...
They are advertising a speed of 3M downstream in this area, even as my average speed is dropping lower that 0.7M (POINT 7 meg), and they have been "looking into it" and working on the wires and things for over a month...
Before someone says I am too far from the CO, I am about 2/3rds the distance required by the specs...
With the phone company, if you want more speed, they are happy to charge a lot more for it, but if they can't provide a "good speed" there is no discount... (The fastest I have ever been was 0.9M)
