Actually the author of the article is using a filter. He just doesn't need to use a filter at each device, since he is using a "whole house" filter. It maybe hard to picture, but what he has done is "move" the demarc box to a new jack (or a rewired jack) inside the house where the modem is going to be plugged in. Then since the modem has a built-in filter, he uses that jack on the back of the modem to feed the filtered voice signal back into the original phone jack to distribute the voice signal back into the house wiring.
Your best bet is to simply use a whole house filter on the voice side at the demarc box.
