Or they had other ways of knowing who/what was on the backup. 

This breach is different from most/all of the previous ones in that they took 
physical control of the data - in the past it was hackers, employees, or people 
given access (as at checkpoint)  hitting the database directly.

Was my thoughts exactly when I read the story. They said they contacted
everyone on the tapes (which means they must of had a second backup) to
advise them about stolen ID procedures.
