Does the scope of the decision also apply to individuals who use devices and 
media from outside the Net
to upload files to file swapping firms themselves or just between the 
file-swapping firms themselves?
( example: users use CD, DVDs, mp3 players etc to copy and upload mp3, mpeg 
files to the file swappers.)
