I'll report back, I guess, but I'd guess that this isn't true.  Given 
that I have access to CACLS, I'm assuming/hoping that since the 
underlying FS is still NTFS that I can [with some annoyance] tune the 
ACLs for the various things to be the way I want them to be.  I did 
discover that XP/Home *does* come with c:\ granting full rights to 
eeveryone.  UGH!

Considering that it is just an application [I assume???] I wonder if 
there's some way to get the XP/Pro version of Explorer onto XP/Home [I 
assume it is explorer that includes the code to show or not show the 
'security' tab....  Actually, my intuition is that it should be a 
registry setting, because having two separate explorers doesn't sound 
like the right way to handle this... we'll see..:o)]
