To allow for other programs, updates, service packs, and free space for
defrag to work with, I'd allocate at least 8 GB to an XP system partition.

There will be more than just C:\Windows on that drive.  Just let XP setup
things the way it wants.  Use the other partition for data files.  The one
thing XP puts on C: that you mway want to move, the "documents and settings"
folder, can be handled as follows:

I'm going to format and reinstall Windows XP Pro on a Dell 8400 that has 
a hidden partition for drivers, I guess.

I'd like to set up a partition for just the system files. (That would be 
C:\Windows, right? Is there anything else that has to be in that 
partition? How big do you think it should be?
