You really don't (shouldn't) want 'Program Files' on a different partition
to the main OS files.

'Program Files' is the default location for most installs,
and will normally be used for any 'common' modules, regardless of any other
location specified for an install

Just accept that any 'stuff' stuffed into 'Program Files' when you specified
a different location,
should be treated as part of the OS and basis hardware/system management
processes
