I run win98 and both the native and Gateway drivers for this laptop had the
same problems.  Did not install any other drivers.  Loaded specifically the
mouse driver - do not seem to remember there being a separate touch pad
driver.

Could also be that the touchpad is intermittent and sends a signal just from
the shock of typing, when it's enbaled.  When I disabled it in BIOS it does
not do that and cursor stopped jumping.
