Yes, about as sure as I can get.
Since mine is a Toshiba laptop too, how about telling me what page of the
BIOS it is on and what it says that let's you know it is the mouse, thanks.

my Toshiba laptop's mouse pad can be disabled in the Bios. Are you sure
that you have no such setting on yours?
