Hmmm, that does sound like a hardware problem.
Unfortunately, laptop hardware (CPU/motherboard) is expensive
to replace.

Tried it, but it would not run. Even with the XP CD, when I try to do a
fresh install, a Recovery Console, or anything else, it shuts down and
starts over. Most of the time, we do not even make it to the point where you
can make a selection.
