I haven't heard that and don't believe it. You need *something* on the other side of the phone call you make to answer the phone and provide a modem for your modem to talk to. Generally, the entity that "answers the phone" is an ISP. There's no way I know of, or have heard of, to "direct connect" from a dialup line. Technically, it can work, of course: if you have a friend with a cable setup or some such who is willing to set up an 'answering' modem, you can dial into there and surf-out over his connection, but short of something like that there's no way I know of to get around having to have an ISP provide the "other side" of your dialin.
