Bernie, I am in total agreement with you that it can't be done without  an 
ISP.  I have been told by two different people that they got online  without an 
ISP and I didn't believe them so I wrote to this list to see if  there was a 
way one can do this.
In the olden days we used to go to, darn I forget what they were called,  
newsgroups or something like that, and they would take our calls and allow us  
to 
look up information about whatever that newsgroup was for, but even then  you 
couldn't surf the net even if you were connected with another  entity.

I haven't heard that  and don't believe it.  You need *something* on the 
other side of the  phone call you make to answer the phone and provide a 
modem for your modem  to talk to.  Generally, the entity that "answers the 
phone" is an  ISP.  There's no way I know of, or have heard of, to "direct 
connect"  from a dialup line.

Technically, it can work, of course: if you have a  friend with a cable 
setup or some such who is willing to set up an  'answering' modem, you can 
dial into there and surf-out over his  connection, but short of something 
like that there's no way I know of to  get around having to have an ISP 
provide the "other side" of your  dialin.

If you can provide a pointer or something to some place where  you see 
that kind of thing alluded to, I can try to see if I can figure  out what 
they're referring to...
