> Right-click on the desktop > click properties > in Display
> Properties Dialog > click Appearance tab > click Advanced
> button in Active windows picture at top click on scrollbar
> change to width and color desired.
Not quite, at least not on my machine. You can change the width of the
scrollbar there, but the color boxes are disabled.
