GE Eve - I don't know why it won't work for you but doubt it is an SP2 problem.
I have been using SP2 with XP Pro since it became available and I also prefer the Classic look. I followed the XP Help instructions: To use the classic Windows look Open Display in Control Panel. On the Themes tab, under Theme, click Windows Classic and have had no problems with it "sticking." FWIW, I just bought a Compaq (It was cheaper to buy than build comparable!) that came with XP Home SP2 already installed and I immediately changed it to Classic; it also stays that way.
