on later messages...  I refered to that as "outside their domain" or

No actually he is not, he is describing blocking on non isp subscribers from sending mail. This has NOTHING to do with port 25 blocking and everything to do with the fact that he is coming from an IP address that is not in the allowed list for the mail server. The allowed list being customers of the isp using their dialup or broadband connections.
