He means stopping and starting the Panda firewall service.

I don't know the specific name of the service.  Start/Run services.msc, and
look to see if you can identify it.  If so try a stop and start on it.

Failing that, I'd take the software back to the retailer for a refund.  Of
course some retailers will have a problem with returning opened software so
good luck on that.  There are free firewalls that handle this situation
better.

I tried exiting Panda before going into System Standby and then opening
Panda
before trying to reconnect to the 'net, but that didn't work either.
