Don, Understand your dillema. Have the same. Let me first point out that there is dedicated discussion group to scanners, where some very advanced people talk about theses things - will send you the info offlist.
I have tried my local Target for reasonable cost negative scanning, but they were no too bright and while the equipement and price were adequate, the folks were not. Target used to scan a roll (24 or 36 for $4) at a resolution of about modern digital PS (1.5mb per frame). Adequate for snapshots. The price is up to $5 now. I also considered renting a scanner, but nobody does. Higher res scans are too expensive at places like Ritz Camera. Best solution at this point is to buy a dedicated film/slide scanner and do the job yourself, then sell it on e-bay. Cost of low end unit is about $200 (Minolta). Need something that has ICE (if you know what that is). Flatbads, regardles what they say, are not meant for the job. I have mostly snapshots, but also some good slides and I can determine that when I'm doing it. Also software makes a BIG diff.
