I play by Microsoft rules. I authenticate. If you authenticate and pass the 2nd round, the Validation Procedure, you should be playing by Microsoft's rules, also.

I simply want to do all the updates and clear the 2nd tier, the Validation Procedure before I let the customer pick up their computer. I can accomplish neither if Microsoft does not consider my installation legal to authenticate and authorizes same.

Unless I have made some serious errors in reading the OEM site, or MS has
made some large changes in the rules lately, this seems wrong....
Unless you have them do it in your shop while you watch...

The owner of the computer HAS to accept the License when he first turns
on the computer... I do not see how you (as a small shop) can get around that
since you have never said a single word about "re-seal"...
If you do THAT, then your story makes sense.
MS used to call part of this the OOTBE, (or letters real close to that...)
