Yes, you must have a password on an account to use that acct for access to the computer over the network. Note that this advice about creating/using an account applies to XP Pro acting as a file or print server, not XP Home.
In XP Pro, printers have a security tab on the Properties page. On XP Home, I don't think you can share a printer and deny access accidentally. If changing ACLs and granular control over security is important, the solution is the answer given in this classic joke: Patient: Doctor, doctor, it hurts when I do this! Ugh -- my desktop runs XP pro and I make a fair bit of use of being able to tweak/tune ACLs, so I don't think I want to turn SFS back on.
