Approx. 1/3 of the time, upon turning this computer on, Windows 2000 
loads, but the DSL connection fails.  The "fix" is to reboot the 
computer, and immediately disconnect the power to both the DSL modem 
and the router.

( Those times when the DSL connection fails, there is NO warning icon 
appearing in the Windows system tray -- and the Device Manager's Network 
Adapter dialog says the "device is working properly".  Also, the modem 
and router indicator lights all appear normal. )

After rebooting, I wait until Windows fully loads -- then reconnect 
the modem power (wait until the lights stop blinking) -- and finally 
reconnect the router power (wait until the lights stop blinking).  

This lengthy procedure always establishes the DSL connection.

How can I diagnose  and/or fix this situation?

P.S. - Rebooting the modem, and/or the router,  without rebooting 
the computer is ineffective.

When I called Verizon DSL Tech, they prescribed the above procedure, 
and suggested the problem  might be due to Verizon "working on their 
servers, or something..."   However, Verizon DSL has always worked 
without any problems for five years, and this started only a few 
weeks ago.   There have been no recent hardware changes, and only 
minor software updates, e.g., Firefox 1.50.6.
