The connection is "always on", once the DSL initially connects.
The problem only occurs at computer startup (from a cold start), 
where  "disconnected due to inactivity"  is not an issue.  

This is a standard Verizon DSL 1.5 Mbps setup, and 
(as far as I know)  not PPoE or PPoA.

I tried the router's DHCP Release and DHCP Renew (just for fun), 
and that worked...

This is a stand-alone, Windows-only computer (not a server), 
with one network card.

The router status page (http://192.168.0.1/) includes:  

LAN   MAC Address   00-40-05-B5-74-FB
LAN   DHCP Server   Enabled
WAN   MAC Address   00-40-05-B5-74-FC
WAN   Connection    DHCP Client Connected

However -- the Windows Event Log (from previous failed DSL 
startups)  lists a different (MAC?) number:  0050BA87A46F .

... What's with that?   The MAC number changed ? 
( This same "0050BA87A46F" first appeared on August 13. )

Two connection events are/were listed:

   Event 1003:
" Your computer was not able to renew its address from the
network (from the DHCP Server) for the Network Card with
network address 0050BA87A46F.  The following error occured:
The semaphore timeout period has expired. . Your computer
will continue to try and obtain an address on its own from
the network address (DHCP) server. "

   Event 1006:
" Your computer was unable to automatically configure the IP
parameters for the Network Card with the network address
0050BA87A46F.  The following error occurred during
configuration: The parameter is incorrect. . "
