The media has a speed code recorded into it as it is made. And most of the applications for recording to such media also have tables of speeds to use for different media codes.
It is probable that your application is decoding the speed code and other manufacturers id/coding information as indicating that the media should not be recorded at a faster speed than 4x on the assumption that the drive itself ( laser etc.) cannot accurately burn the information into the recording material layer at the faster speed. Then again - it may just be set wrong. You may have a facility within the application software to re-calibrate itself with that media in the drive.
