I don't want to split hairs, but the rules are different in "feeder panels".
The neutrals and grounds are handled differently, IIRC...
Sometimes, some of them are "floating" in relation to the metal enclosure.
(This is different from what we all might ass-u-me, that the neutral, ground
and metal enclosure are all bonded together...)
Disclaimer: Find out for yourself if it is important to have a correct
answer.......
It has been YEARS since I looked this up, and things DO change... At least

Since this is a computer list and not an Electrical Contractors list
(which I am not anyway), I'll stop now that it is just ANOTHER

The Grounding Conductor (Neutral-usually white insulation) is
connected to the Grounded Conductor in the distribution
panel.
The last paragraph says it all. :) This is THE most important
concept in electric wiring service in regard to the ground
