True, sub-panels need to have the neutrals and grounds
separated in the sub-panel and the two conductors run back to
the main panel separately. Also the neutral can not be bound to
the sub-panel enclosure itself. For a good explanation of why

I am sure there will be other variations, but generally for a
main panel, the neutral and ground should be bound together.
All of this probably only applies to the US. :)
To get back on the computer side of this... many UPS units have
a "faulty wiring" indicator on them, and when these light up, I
take out my handy-dandy receptacle tester and test the circuit.
The most common problems are reversed polarity, or no ground.
