new phones "generally" are much lower load than the old
ones...

That's not quite accurate, they are rated for a particular REN (ringer
equivalance number) which is essentially the electrical load a device will
put on the line, you can look at the filter's REN, tally up all the REN's on
all the devices that will be attached to the filter and make sure the total
is less than what that filter supports.
