You can't turn it off.  Outlook Express (OE) is going to prompt you to
compact every after you stop/start it 100 times.

Here's a new concept:  Backups

1. Make a backup of your mail. 
2. Start OE.
3. Close OE.
4. Answer Yes to the question about compacting without fear because you have
a backup.

BTW it's unusual to lose messages by allowing OE to compact the storage.  If
it happens to you twice, something else is wrong there.

"How do I backup Outlook Express?"

Perhaps the easiest way I can think of is to run the Files and Settings
Transfer Wizard (FAST).  As a side benefit you will also back up your
Favorites, Desktop, and preferences from the registry.   You can find FAST
under Accessories / System Tools.  Answer the prompts as follows:

1. Next
2. Old Computer - Next
3. Other - Browse and create an empty folder on any hard drive.
4. Both Files and Settings - Next
5. (Wait for it) - Finish

If you need to restore from this backup, you re-run FAST and specify that
this is the New Computer.   If you want to test this backup, make sure the
folder is readable to Everyone, create a new user account, login to it, and
run FAST saying that this is the New Computer.
