I'd say sell it, and leave the buyer to ask MS

OEM ones are tied to the hardware with which they were sold.
 (possibly just a hard drive, as in upgrading an old WinMe system with a
drive large enough to take an install of XP)

The main problem comes in determining if it is allowed (within the MS
licence limitations) install, and/or use those 'pre-owned' licences
